Mumbai Coastal Road: An Overview

The 29.80 km Mumbai Coastal Road Project (MCRP) is a major infrastructure project currently under construction in Mumbai, India. The expressway will connect the southern neighborhood of Princess Street Flyover with the northern suburb of Kandivali, providing a crucial link for commuters in the city.

Mumbai Coastal Road Phase 1: Marine Drive to Bandra Worli Sea-link

The first phase of the project, which is 10.58 km in length, is being constructed by the Brihanmumbai Municipal Corporation (BMC) and the Municipal Corporation of Greater Mumbai (MCGM). It will feature an 8 lane road reclaimed from the sea, a bridge on stilts, an elevated road, twin tunnels under Malabar Hills, and multiple interchanges to disperse traffic.

The project also includes the creation of new green spaces and a sea wall/break water wall. The estimated cost of Phase 1 is Rs 12,700 crore, and it is expected to be completed by July 2023.

Mumbai Coastal Road Phase 2: Bandra to Kandivali

The second phase of the project, which is roughly 19 km in length, will connect Bandra with Kandivali. It will include the construction of a 9.6 km Versova-Bandra Sea Link (VBSL) by the APCO Infratech-Webuild JV, as well as connectors to Bandra (1.17 km), Carter Road (1.80 km), and Juhu Koliwada (2.80 km). Open Green Spaces and Recreational Areas

One of the key objectives of the Mumbai Coastal Road project is to create large patches of open green space in the city. To this end, approximately 90 hectares of land will be reclaimed for the project, with 70 hectares being landscaped to provide cycle tracks, promenades, amphitheaters, children’s play areas, and other recreational areas.

Package, Tender and Contractor Details of Mumbai Coastal Highway Project

The Mumbai Coastal Road Project comprises of three civil packages: Package 1, Package 2, and Package 4.

Package 1

Scope: The Package 1 section of the project covers a distance of 3.82 km from Priyadarshani Park to Baroda Palace.

Lanes: The road will have 8 lanes.

Contractor: Larsen & Toubro (L&T) is responsible for the construction of this package.

Contract Value: The contract value for Package 1 and Package 4 is Rs. 7,489 crore.

Status: This package is currently under construction.

Note: The Haji Ali interchange will be a multi-level interchange inside Haji Ali Bay, providing connectivity to Khan Abdul Gaffar Khan Road.

Package 2

Scope: Package 2 covers a distance of 2.23 km from Baroda Palace near Haji Ali to the Worli end of the Bandra Worli Sea Link.

Lanes: The road will have 8 lanes. Deadline: The construction of this package is expected to be completed within 48 months (4 years).

Contractor: The HCC-HDC JV (Hindustan Construction Company-Hyundai Development Corporation) is responsible for the construction of this package.

Contract Value: The contract value for Package 2 is Rs. 2,126 crore.

Status: This package is currently under construction.

Package 4

Scope: Package 4 covers a distance of 3.93 km from Princess Street Flyover to Priyadarshani Park, including twin tunnels under Malabar Hills with a length of 1920m each.

Lanes: The road will have 6 lanes, consisting of 2 x 2 lanes plus 1 emergency lane.

Contractor: Larsen & Toubro (L&T) is responsible for the construction of this package.

Contract Value: The contract value for Package 1 and Package 4 is Rs. 7,489 crore.

Status: This package is currently under construction.

Current Status of Mumbai Coastal Highway Project

The first TBM breakthrough on Package 4 was recorded on January 10, 2022. The Phase 1 of the project is expected to be completed and opened in January 2024.

Tunneling work for the southbound tunnel began in January 2021, and a breakthrough was achieved in January 2022. TBM Mavala, the largest tunnel boring machine deployed in India, is being used for the tunneling work. The CRCHI slurry machine has a diameter of 12.19m and will operate 25 meters below the surface at Girgaum and 75 meters below Malabar Hill. L&T aims to excavate 9 meters per day to complete both tunnels by their internal deadline of June 2022.
